Assoc. Prof. Ph.D. Eng. Stefan Talu

Assoc. Prof. Ph.D. Eng. Stefan Talu is a highly accomplished and internationally recognized researcher whose scientific profile strongly supports his role as Editor-in-Chief of ABAH Bioflux. Affiliated with the Technical University of Cluj-Napoca, within the Directorate of Research, Development and Innovation Management, he has built a distinguished academic career at the intersection of engineering, surface science, and advanced mathematical modeling. His expertise extends to fractal and multifractal geometry with applications in biological and medical sciences, as well as to optimization methods, algorithms, and nanotechnology—fields that require both deep theoretical understanding and interdisciplinary integration, which are essential qualities for leading a scientific journal.

His research productivity is exceptional, comprising 22 authored books and 426 publications indexed in the Web of Science Core Collection, reflecting both breadth and sustained impact. His scientific influence is further demonstrated by his inclusion in the global Top 2% most-cited scientists ranking for multiple consecutive years (2021–2025), both in terms of career-long impact and annual research performance. With a Hirsch index of 55 and over 10,000 citations, his work has achieved significant international visibility and scholarly recognition.

In addition to his publication record, Stefan Talu has demonstrated strong leadership in research management, having coordinated 22 national research projects as project director. His extensive international collaboration network, encompassing 43 research centers, highlights his integration into the global scientific community. He has also maintained a strong presence in academic dissemination, with over 300 presentations at scientific conferences and active involvement in conference organization and governance, including roles such as general chair, technical committee member, and peer reviewer.

His editorial and peer-review experience is equally substantial. He serves on the editorial boards of multiple international journals, acts as a scientific reviewer for dozens of indexed publications, and has led several special issues in high-impact journals. Membership in reputable international scientific organizations further underscores his professional standing. Altogether, his scientific authority, editorial expertise, and sustained contributions to research and academic leadership make him exceptionally well-qualified to serve as Editor-in-Chief of an international journal such as ABAH Bioflux.

    Tudor-Andrei Papuc

Tudor-Andrei Papuc represents a dynamic and multidisciplinary academic profile that supports his role as Editor-in-Chief through a combination of domain-specific expertise, editorial experience, and strong academic training in animal sciences and related fields. His academic background is anchored in animal husbandry and aquaculture, complemented by additional studies in economics and marketing, which provide him with a broader understanding of research dissemination, scientific communication, and organizational management within the academic publishing ecosystem.

He is currently affiliated with the University of Agricultural Sciences and Veterinary Medicine in Cluj-Napoca, where he is engaged in both research and laboratory activities within the Faculty of Animal Science and Biotechnologies. His doctoral studies in animal science further consolidate his specialization, while his earlier degrees in aquaculture engineering and animal production management provide a solid technical foundation. This combination of practical, experimental, and theoretical training is directly relevant to the thematic scope of ABAH Bioflux.

Professionally, his experience includes research activity within Bioflux SRL, where he has contributed to scientific work in the field, as well as earlier roles that reflect applied expertise in aquaculture and analytical work. His competencies include data analysis, synthesis, and interpretation, alongside organizational and leadership skills, all of which are essential in coordinating editorial workflows and maintaining academic standards.

Most notably, Tudor-Andrei Papuc has extensive editorial involvement within the Bioflux publishing framework. In addition to his role as Editor-in-Chief of ABAH Bioflux, he serves as scientific editor for multiple peer-reviewed journals covering diverse but related domains, including aquaculture, environmental sciences, agriculture, and specialized biological research areas. This breadth of editorial engagement demonstrates not only familiarity with peer-review processes and publication ethics but also the capacity to manage interdisciplinary content and ensure scientific rigor across various subject areas.

His linguistic proficiency in English at an advanced level further supports his ability to operate effectively in an international publishing environment. Combined with his adaptability, communication skills, and commitment to academic development, Tudor-Andrei Papuc contributes a complementary and operationally strong perspective to the journal’s leadership. Together with his co-editor, his profile supports the continuity, quality assurance, and development of ABAH Bioflux as a scientific publication.

    Scope of the journal

The journal encompasses the full spectrum of animal biology—from protozoa to mammals—covering key areas such as structure, function, evolution, ecology, and taxonomy. It also addresses aspects of animal husbandry, including applied biology, relevant legislation, as well as technological and biotechnological developments.

ABAH Bioflux is a good opportunity for you to publish your original research, review, or short communication, both printed and online, color, open access. The journal allows the author(s) to hold the copyright without restrictions. This is an open-access journal distributed under the terms of the Creative Commons Attribution License CC-BY, which permits unrestricted use, distribution and reproduction in any medium, provided the original author and source are credited.

ABAH Bioflux is an international peer-reviewed journal. Each published article was independently seen before by two Scientific Reviewers and at least one lingvist. Peer-review policy in ABAH Bioflux: double blind peer-review. The editors use a soft for screening the plagiarism. Acceptance rate: about 50%. Electronic submission is required.

Because many authors withdrew their manuscript in final form just before the payment of the publication fee, our policy has changed (20 February 2019). The publication fee was replaced by a processing fee (100 USD), which is paid after a preliminary evaluation (not at the end). Our evaluation has two steps. 1)A preliminary evaluation by the editor (the author gets a preliminary acceptance or rejection); 2)An external double blind peer-review (at this point the author gets a final decision: acceptance or rejection). Please note that if the manuscript will not be published, the author or his/her institution gets the money back (except the cases of poor feedback from authors or withdrawal/rejection due to multiple submissions). We inform the authors about our final decision (acceptance or rejection) in 3-8 weeks after their submission. The average overall time from submission of the manuscript to publication is 10 weeks. Faster processing involves a tax of priority (50 USD).

  Manuscript processing fee: 100 USD (or equivalent in EURO or RON);

  Manuscript processing fee with priority: 150 usd (or equivalent in EURO or RON);

  Publication fee: 0 USD.

    Waiver policy and payments

The journal has a waiver policy for developing country authors (only for cases of very good quality manuscripts). When the manuscript's first author is a member of the Editorial Board Expanded (ABAH Bioflux), there is no processing fee. Please attach a scanned payment document and email to ioan.mag@usamvcluj.ro

Statement of human and animal rights

When reporting experiments on human subjects, authors should indicate whether the procedures followed were in accordance with the ethical standards of the responsible committee on human experimentation (institutional and national) and with the Helsinki Declaration of 1975, as revised in 2000 (5). If doubt exists whether the research was conducted in accordance with the Helsinki Declaration, the authors must explain the rationale for their approach, and demonstrate that the institutional review body explicitly approved the doubtful aspects of the study. When reporting experiments on animals, authors should indicate whether the institutional and national guide for the care and use of laboratory animals was followed (International Committee of Medical Journal Editors - "Uniform Requirements for Manuscripts Submitted to Biomedical Journals"- February 2006 – cited by Pubmed, Medline database).

    Statement of informed consent

Patients have a right to privacy that should not be infringed without informed consent. Identifying information, including patients' names, initials, or hospital numbers, should not be published in written descriptions, photographs, and pedigrees unless the information is essential for scientific purposes and the patient (or parent or guardian) gives written informed consent for publication. Informed consent for this purpose requires that a patient who is identifiable be shown the manuscript to be published. Authors should identify individuals who provide writing assistance and disclose the funding source for this assistance. Identifying details should be omitted if they are not essential. Complete anonymity is difficult to achieve, however, and informed consent should be obtained if there is any doubt. For example, masking the eye region in photographs of patients is inadequate protection of anonymity. If identifying characteristics are altered to protect anonymity, such as in genetic pedigrees, authors should provide assurance that alterations do not distort scientific meaning and editors should so note (International Committee of Medical Journal Editors - "Uniform Requirements for Manuscripts Submitted to Biomedical Journals"- February 2006 – cited by Pubmed, Medline database).

    Conflict-of-interest statement

Public trust in the peer review process and the credibility of published articles depend in part on how well conflict of interest is handled during writing, peer review, and editorial decision making. Conflict of interest exists when an author (or the author's institution), reviewer, or editor has financial or personal relationships that inappropriately influence (bias) his or her actions (such relationships are also known as dual commitments, competing interests, or competing loyalties). These relationships vary from those with negligible potential to those with great potential to influence judgment, and not all relationships represent true conflict of interest. The potential for conflict of interest can exist whether or not an individual believes that the relationship affects his or her scientific judgment. Financial relationships (such as employment, consultancies, stock ownership, honoraria, paid expert testimony) are the most easily identifiable conflicts of interest and the most likely to undermine the credibility of the journal, the authors, and of science itself (International Committee of Medical Journal Editors - "Uniform Requirements for Manuscripts Submitted to Biomedical Journals"- February 2006 – cited by Pubmed, Medline database). However, conflicts can occur for other reasons, such as personal relationships, academic competition or intellectual passion, and the Chief Editor will do his best to avoid them, using specific policies in the process of peer-review.

    Authors responsibilities

  Clearly
indicate whether the data supporting the findings of the study are:

  Publicly
      available,

  Available
      upon reasonable request, or

  Restricted
due to ethical, legal, or confidentiality considerations.

  Ensure
that shared data are accurate, complete, and sufficiently documented to
allow replication and verification of the reported results.
  Authors are strongly encouraged
to deposit their data in recognized public repositories appropriate to their
discipline.

  Patient
     privacy and confidentiality requirements

  Informed
     consent provisions

  Institutional
     and national regulations

  Ethical
     approval conditions
  Sensitive data involving human
participants must be de-identified prior to sharing, unless explicit consent
for identifiable data sharing has been obtained.

  Where legal or ethical
restrictions prevent public sharing, authors must clearly state these
limitations.

    6. Editorial and Peer Review
Access

  Editors and peer reviewers may
request access to underlying data during the review process to evaluate the
scientific validity of the manuscript. Authors must provide such data upon
request, unless prohibited by legal or ethical constraints.

  Failure to provide requested data
may result in rejection of the manuscript.

    7. Compliance and Enforcement

  Failure to comply with this
policy may result in:

  Manuscript
     rejection,

  Publication
     delays,

  Retraction
of published articles if data integrity concerns arise.
The journal reserves the right to
request data verification at any stage before or after publication.

    8. Exceptions

  Exceptions to data sharing
requirements may be granted in cases involving:

  Legal
     restrictions,

  Ethical
     or privacy concerns,

  Proprietary
     or confidential data.
  Such exceptions must be clearly
justified in the Data Availability Statement.

    9. Policy Scope and Alignment

  This policy is aligned with
international editorial standards and supports the principles of:

Statement on the use of Generative AI

Our journal permits the use of generative artificial intelligence (GenAI) tools in the preparation of manuscripts, provided that:

1.Transparency – Any substantive contribution generated by GenAI, including text, figures, or data summaries, must be clearly disclosed in the manuscript. Authors should cite the specific tools used and describe the extent of AI assistance.
